I attended Tomb Trek November 6- 8 in Arlington, VA. This was the first time that I had attended and I found it to be very humbling. I hope I can participate again next year.

Don’t forget to get your hospital reports to Grand Hospital Chairman, Mike Sabol, so you get credit for the hospital work you are doing. Also, don’t forget inspection reports are to be sent to Grand Inspector, Ben Bowers. Memberships are to be sent to Grand Quartermaster, Ed Wood.

Special Project - Supreme is asking for $1.00 per member. The Special Project this year is to purchase a fuel efficient vehicle for the National Home for Veterans Children.

The next Council of Administration is going to be held at Four Point Sheraton in Chambersburg, PA on Sunday, December 6, 2009 at 9 AM. Hope to see you there. The Past Grand Commander’s breakfast will be held on Sunday, December 6 at 7 AM.
The MOCA will be having their Christmas Bazaar at the C of A weekend - please support
the MOCA as this is one of their only fundraisers.

Arrangements for the March, 2010 C of A have not been finalized, but I hope to have it at the Days Inn in Bedford, PA. Further details will follow when they are available.

Sad News
Dave Fox Seam Squirrel of PT34 died on Monday November 23 of cancer. Dave was also Grand Special Projects Chairman. Our thoughts and prayers go out to Dave’s family. He will be missed in the seams of Pennsylvania.

My term of office as Grand Commander is now half over - time flies when you’re having fun - but there is still time to get work done. If you have not taken care of hospital, membership, special project, VFW Booster, and inspection reports, you still have some time remaining to get everything done and reported. Remember that in order to get credit f or work completed, a report MUST be sent to the respective Chairman. You cannot get credit for participating in a program if we don’t know what you have done.

Audits for the months of July, August, and September are now overdue. The Pup Tent retains one copy and two (2) copies are to be sent to the Grand Quartermaster, Ed Wood.

The next Grand Council of Administration meeting will be held at the Sheraton Four Points in Chambersburg, PA on Sunday, December 6 at 9 AM. As Scotland School for Veterans Children has been closed, the VFW is not holding their annual Christmas party for the students. So there is nothing planned for Saturday, December 5. To make reservations, call the Sheraton Four Points directly at 717-263-9191. Mention group code MOC to get the rate of $68 per night for king size or two double beds. The room rate includes a complimentary hot and cold breakfast. Deadline for reservations is November 27.

Wednesday, November 11 is Veteran’s Day - Remember, all Cooties are Veterans. So, proudly fly your American flag. If you can, call or visit a hospitalized or homebound Veteran.

On Friday, September 11, 2009, I had the honor of being with over 250 hospitalized veterans on the Sharing and Caring boat ride in Pittsburgh, PA. This was the first time I had this experience, but I really enjoyed myself - and it was evident that the patients had a good time also! Thank you to the Sharing and Caring Committee and my fellow Cooties and Cootie Auxiliary members that were in attendance. This was a memorable experience.

Thank you to Ben Bowers, Mary Van Orden, and Gap VFW Post #7418 for providing the Grand Commander and Grand President’s testimonial. The meal was excellent and I hope that everyone enjoyed themselves as much as we did. Thank you again.

The next Council of Administration meeting will be held at the Four Points Hotel in Chambersburg, PA on December 4 - 6, 2009. Room rate for two (2) double or a king size bed is $68.00 a night plus 6% PA Occupancy and 3% County Tax - and the room rate includes a complimentary hot and cold breakfast. ALL STAR YEAR PGC KOHLER
First off thanks for a great year, we were 1005% in hospital work. With some special help from an anonymous donor we picked up several members in the Pup Tents who had not paid their dues. You pup tent Seam Squirrels and CCDB's know who these members are. This gave the Grand 100% in membership. Cooties let’s not let this happen again for our new Commander Pat Hafer. We won awards in Booster, Blood work and were Number One for Commanders Historian book. We had all our audits and warrants turned in, and we were 100% inspected. Every Pup Tent registered for the Grand Convention in Bedford. Thank you.

One thing that each Pup Tent did not do was register at least one member for Supreme Convention. I registered the Pup Tents who failed to register at a cost was $10.00 per Pup Tent. The Supreme can and will revoke a Pup Tent Charter for failure to register for the Supreme Convention. If you would read your Cootie Courier you would know this. To avoid the Pup Tents being billed $12.00 and having Grand 100% in all programs I paid for the following Pup Tents 6, 14, 26, 27, 33, 38, 39, 58, 65 & 77.

I am not saying your Pup Tent owes me ten dollars but you owe me ten dollars. I respectfully request you mail ten dollars to the Grand CCDB Ed Wood and mark the check to the Relief Fund for the Grand. If all ten pup tents donate I will match that amount. Since you are donating to relief fund this can be use as Hospital Fund report under gift. I am sure you that I will meet my obligation if your Pup Tent meets yours. Please mail prior to the December Council of Administration.

Finally I am your Membership Chairman for the year 2009-2010. To be eligible for cash awards you must have be inspected, fill out one Booster Report, mail in a Hospital Report, complete your audits on time, have your Warrant turned in on time and most of all be 100% in membership in your Pup Tent. The money for these awards are already approved in the budget for 2009-2010. We did not give all the money away last year because many of you failed to turn in reports. Let’s give it all away, get the reports in. A booster report will be mailed out to each Seam Squirrel in the near future. You must fill out one and mail it back to me prior February 14, 2010 to have a chance at winning cash awards for your Pup Tent. Thanks again for everything and may we all continue the good work of the Honor Degree.

VA warns veterans to be wary of phone scam

The Veterans Affairs Department has issued a warning about a phone scam in which con artists claim to be updating veterans’ prescription drug information in VA’s files.

VA officials caution veterans not to give credit card numbers over the phone if they receive such a call.

“Veterans have become targets in an inexcusable scam that dishonors their service and misrepresents the department built for them,” said Dr. Gerald Cross, VA Undersecretary for Health. “VA simply does not call veterans and ask them to disclose personal financial information over the phone.”

Callers reportedly misrepresent VA to gain personal information over the phone by claiming that the department recently changed procedures for dispensing prescriptions and that their personal credit card number is needed to update their VA files.

“VA has not changed its processes for dispensing prescription medicines,” Cross said. “Nor has VA changed its long-standing commitment to protect the personal information of this nation’s veterans.”

Veterans service organizations brought the issue to VA’s attention, Cross said.

Veterans with questions about VA services may contact the nearest VA medical center or call toll-free 877-222-8387.

By-Laws Changes Approved at Supreme Convention

To see what By-Laws and Ritual changes were presented at the Supreme Convention see the July "Cootie Courier" however B-1 and B-4 were the only changes approved. B-4 concerns Hospital Reporting. The MAJOR change (B-1) is as follows:

"The officers of each Pup Tent shall consist of a Seam Squirrel, Blanket Bum, Hide Gimlet, Custodian of the Crummy Duffle Bag, and three (3) Tightwads----"
All other positions will be appointed by the the Seam Squirrel.


That means that the only positions needed to be reported on an Election Report are the elected officers, not those appointed by the Seam Squirrel.

Grand Scratch

The September Grand Scratch was held in Gap, Pennsylvania on September 12th, 2009. The Women's Auxiliary held their meeting at the Continental Motel in Lancaster, PA. Saturday evening was topped off with a Testimonial Dinner in honor of Grand Commander Pat Hafer and M.O.C.A. President Betty Wert. Guests included Past Supreme Commander Ray Fern.

Bill Reynolds

William J. Reynolds of Pup Tent 29 Grand of Pennsylvania died Saturday, Sept. 5, 2009. Bill was 91. Cooties will remember Bill for his work with hospitalized veterans and documenting Civil War veterans service and resting place. A past Cootie of the Year Bill's passing will leave a hole in the service provided to veterans across the state.

Friends will be received at McCabe Bros. Inc. Funeral Homes, 5300 Penn Ave. in Bloomfield, from 2 to 4 and 7 to 9 p.m. Tuesday. A funeral service will be at noon on Wednesday in the Temple of Memories at Allegheny Cemetery. Pittsburgh Tribune Review

I attended the Supreme Scratch in Phoenix, AZ - this was the first time I attended a Supreme Scratch and I hope it isn’t my last. PGC George Kohler accepted awards earned during his term of office. The awards will be handed out at the next C of A. Congratulations to PGC Kohler and all who will be receiving awards.

Now that the Supreme Scratch has been held, it is now time to get working on the programs for 2009 - 2010. I know that everyone doesn’t want to hear this but this has to be done.
Reminder - The next of C of A will be held on Saturday, September 12 at Gap VFW at 1 PM and the School of Instruction will follow the scratch. The testimonial for Grand Commander and Grand President is also going to be held on September 12 at Gap VFW at 7 PM.

On Friday, September 11, I will be representing the Grand of PA MOC at the Sharing and Caring boat ride in Pittsburgh, PA. I am looking forward to being able to be with some of our hospitalized Comrades.

At this time, all appointments for 2008 - 2009 by now Past Grand Commander George Kohler, have completed their terms and obligations. The elected officers and appointed chairmen for 2009 - 2010 have now assumed their duties. The new roster will be given out at the next Council of Administration meeting.

The Testimonial banquet for Grand Commander Hafer and Grand President Wert will be held on Saturday, September 12, 2009 at 7 PM at Gap VFW. Deadline for banquet tickets is September 1, 2009. Checks are to be made payable to Grand of PA MOC and sent to Ben Bowers, 400 Mill Street, Apt. 907, Columbia, P A 17512-2244 - and indicate choice of roast beef or turkey. All officers from Historian to Senior Vice are to wear the Cootie uniform to the banquet.

The next Council of Administration meeting will be held on Saturday, September 12, 2009 at Gap VFW at 1 PM. Following the meeting there will be a School of Instruction to help with the Cootie programs.

All hospital, blood, VFW booster, and membership must be reported to the appropriate Chairman for 2009 - 2010.

I hope everyone had a safe and good Fourth of July - at least it didn't rain around here. And if you visited a Veteran and/or Cootie, don't forget to make a hospital report. Every visit counts!

If your warrant has not yet been sent to Grand Adjutant, Mike Bookser, it is imperative that this be taken care of immediately. If the Adjutant does not receive your warrant, you will not receive General Orders or any other mailings and information.

I know that everyone is aware of the importance of membership - but it is crucial for the Military Order of the Cooties to exist. If you know of someone who is not a Cootie, please take a few moments, and explain what the Cooties are about and what we do. It may not seem like a lot to you, but sometimes all a person needs is to be asked if they want to join.

1997-1998 North Carolina Grand Commander Passes

North Carolina Past Grand Commander, Charley Edward "Eddie" Johnson (1997-1998) passed away on Tuesday, June 9th. Eddie was 70 years old. Eddie was a member of VFW Post 9103 in Spring Lake, NC as well as the Sprung Leak Pup Tent Number 8 in Spring Lake. The viewing will be held at Adcock Funeral Home in Spring Lake from 6 to 7 PM in June 11th. Eddie will be buried in his Cootie uniform at the Sandhills State Veterans Cemetary in Spring Lake following a 1 PM service at the funeral home on June 12th. Following the funeral, there will be a "Draping of the Charter" memorial service and refreshments at VFW Post 9103.

Thank you for electing me Grand Commander at the 90th Grand of P A Scratch recently held in Bedford, PA. I will do my best to fulfill all my duties but I will need your help. Congratulations to the new officers for the Grand of PA MOC.

Now is the time to start working on the programs - hospital, blood, membership, and booster. Names and addresses for committee chairmen will be listed in the roster book that will be coming out when the Grand Adjutant, Mike Bookser, has completed making additions and corrections to pertinent information. Do not forget your warrants so I can schedule my visitations. And remember that bonds must be current.

Jim Hughes was named Cootie of the Year for 2009 at the Grand Scratch in Bedford PA. Jim has crawled the seams of the fertile hunting grounds of Pennylvania for many years. He is a past Seam Squirell, past District Commander, and Past Grand Adjutant. Jim is currently a member of Dirty Girty Pup Tent 29 in West View PA.

90th Grand Scratch

The 90th Grand Scratch was held in Bedford Pennsylvania May 14 -17th. Grand Commander George Kohler with about 100 Cooties and members of the M.O.C.A. were on the Court House steps on Friday afternoon. The Bedford County Commissioners presented Commander Kohler with a proclamation recognizing the Grand of Pennsylvainia for the work we do for hospitalized veterans.

On Saturday Pat Hafer was elected Grand Commander. After a dinner banquet Commander Hafer and his officers were installed by Past Supreme Commander Al Thomas.

Mom Furious After Vet Son Released From Hospital In Gown

PITTSBURGH -- A mother is up in arms after her son, a Vietnam veteran, is returned home from the hospital still wearing a gown and IV needle in his arm. L. Coleman Bey is an Army veteran of the Vietnam War who receives medical treatment at the Veteran Affairs Pittsburgh Healthcare System. He was admitted Thursday because of low blood pressure and returned home Monday night by van service.

Bedford Rally

The Cootie Rally will be in downtown Bedford at 3 PM on Friday May 15, 2009. Look pretty and stuff because we expect media to be there. Cooties are reminded to attend this event. The Mayor and County Commissioners have proclamations for the Grand of Pennyslvania. Uniform of the day is dress duds.

Hello to all Cooties. My year as your Commanders is almost over, many of you have completed all programs but we will continue to accept hospital reports, Booster Reports, Warrants, and Membership until June 30, 2009. Keep working, the Grand is slowly becoming 100% in all programs.

CONVENTION INFO AS FOLLOWS ONCE AGAIN
The Convention is in Bedford PA at the Best Western Bedford Inn. Phone 814 623-9006. Banquet tickets are coming in slow , you can still pay Paul Yancey $20.00 per person. Tickets will be picked up at the Convention.

Bring your one dollar ticket stubs to the Convention and turn them in to PGC Ben Bowers. He also has Grand $60.00 Lottery tickets. We still have one Hospitality room left, contact Ben Bowers if your Pup Tent or District wants one. Ben should be contacted either by 7:30 AM or after 9:00 PM daily, or via mail at 400 Mill Street Apt 907, Columbia, PA 17512-2244, phone 717-684-5117.

Beer Bust is Friday evening after the Memorial Service. Mugs are in and are ten dollars each. Reminder, bring your Death Notices for the Memorial Service or if you have time mail them to Grand Chaplain William Boyer 3030 Fifth Ave. Apt 5, Altoona, PA 16602 phone 814-943-1402.

Grand Hospital Awards will be presented Friday morning May 15, 2009. Old Council of Administration is Thursday May 14, 2009 at 7:00 PM. Booster and Blood Awards will be presented Saturday morning May 16, 2009.

I know you have received your Cootie Courier, Mike Sabol Grand Hospital Chairman has informed me that we are over $220,000.00 and Paul Kulp has been receiving Booster reports and turning them in so his info did not hit the printer in time.

MEMBERSHIP
Cooties as of today we need 87 members. I have mailed dues reminders to former members of Pup Tent 62 who have merged with Stump Jumpers. This is over 30 members I hope some will react. Those of you who need one or two members please get them turned in. The Grand has not been 100% in five years. We are getting new members but many annual members are falling out of the seams. We need those members and re-instatements. Bring transmittals to the Convention. Not for me but for the Grand and Supreme so our parent organization of the VFW allows us to continue to do our work. Special Projects, we need about $200.00 for 100% according to Jack Roberts. Have fifty dollars or anything but let’s get this in for the National Home and Supreme Commander Johnny Howard.

If you haven’t mailed in warrants and audits do so now or bring them with you to the Convention.

Early registration, remember $10.00 for each ten members and a part of and $10.00 for the Seam Squirrel. Example 50 members $50.00 plus $10.00 for the Seam Squirrel, total voting then would be five plus one or six votes.

If you fail to register your Pup Tent an extra $5.00 will be billed to your Pup Tent following the Convention. Keep in mind that each Pup Tent must register at least one delegate to the Supreme Convention. Form is in the Cootie Courier. Read your Cootie Courier, all officers should also read the General Orders, By-Laws and Programs. This is how you know what the Supreme and Grand’s are doing.

The VFW is supporting us and we are working together more so each year. Let’s keep these good relations, support your Post and functions and remember to report all Cootie activities to your Post on Booster and Community Service reports.

Note, those getting VA Compensation and Pension, you will be getting a $250 one time check from the government in June.

SICK CALL
PGC Val Swanson was operated on for cancer on April 30, 2009 in York. Keep him in your prayers.

Remember there is a vote on a By-Law change this Convention. To either keep districts or do away with them. This action will be taking place Saturday morning. Be there for this important vote as well as the elections.

Finally I want to thank each of the Pup Tents and the entire membership. We have made progress this year in all areas. Never has such a small number of individuals worked harder for success as you and the Grand of PA has done. I am honored to be your Commander and thank you one and all for your service. Questions about 990's

The IRS made a determination last year that ALL subordinate units of the the various 501 organizations (that's us) had to have an EIN (Employer Identification Number by April 15th of this year.

Pup Tents that in the pasthad used their Post's EIN or have never had an EIN, must obtain one this year. To obtain an EIN number, simply call the local IRS office nearest you and request an EIN number. They will ask a few questions, (Name of the PUP TENT your name and an address for the Pup Tent) and issue the EIN number over the phone. In about two weeks they will also send you a letter confirming that an EIN (the same one that they gave you over the phone) has been issued. Note: bank accounts can no longer be opened without an EIN Number.

All Pup Tents in the Military Order of the Cootie are tax-exempt organizations under 501 c (4) of the IRS code. All Pup Tents of the Military Order of the Cootie fall under Group Exemption Number (GEN) 1710. Once the EIN number has been issued, a Form 990, Return of Non-Profit Organization will have to be filed. This is an informational Return ONLY unless your Pup Tent earned more than $25,000.00. If you did NOT take in $25,000.00 this past year, you check the box "informational Return ONLY" sign the form and either send it to the IRS in Ogden, UT or file electronically over the internet. Pup Tents who fail to file this year will lose their Tax-Exempt status and WILL HAVE TO PAY TAXES ON THE MONEY THAT THEY COLLECT EACH YEAR!

This has been published in the Cootie Courier at least three time in the last 18 months. My advice is to protect yourself. Supreme Headquarters cannot bail you out if you get caught operating without an EIN. If you belong to an older Pup Tent, and you have a new CCDB, call Supreme Headquarters at 412-824-2240 and find out if you ever had an EIN number before you file for another one.

VA submits statements late, cannot testify

By Rick Maze - Department of Veterans Affairs officials were barred Wednesday from providing testimony before a Senate subcommittee because they didn’t deliver their prepared statements far enough ahead of time.

That may have stopped some fireworks; the testimony included strong objections to legislation pending before the Senate Veterans’ Affairs Committee, including a bipartisan bill to increase benefits to family members who become significant caregivers to disabled veterans by providing specialized training, some health care benefits and a monthly stipend.

VA Announces Recovery Spending

The American Recovery and Reinvestment Act (ARRA) includes a $250 payment to Eligible Veterans.

To be eligible for the $250 payment, VA beneficiaries must have received compensation, pension, dependency and indemnity compensation (DIC), or spina bifida benefits at any time between November 2008 and January 2009. Also, beneficiaries must reside within the United States or Puerto Rico, Guam, Northern Mariana Islands, American Samoa, or the U.S. Virgin Islands. No application is necessary. VA will use its existing payment records to determine eligibility for the $250 payment.

Listen Cooties;

First off, thanks to all those who attended the C of A and Third Supreme at Willow Grove PA. All officers for Third Supreme were elected PGC Robert Wagner Rep, Second Jessie Keston, Third George Kohler Treasure, Adjutant Mark Newman this will take effect at Supreme Convention. We had 14 pup tents along with all elected officers at C of A on Sunday. A Grand by-law change was read to do away with Districts in Grand of PA. This will be read again and acted upon at Bedford Grand Scratch. At the Grand C of A the Grand voted not to have a Grand hospital visit this year at the Grand Convention in Bedford. Instead a check will be given to a local nursing home from the Grand Convention committee on Thursday afternoon in the amount of $125.00 for veterans programs in Nursing Home.

BY-LAWS Note, this is a Grand by-law and must be followed by all pup tents and districts. You must have a 2009-2010 warrant and four quarterly audits turned in before or at the Convention in Bedford to vote. Mail warrants to Grand Adjutant Mike Bookser and Supreme Headquarters attn Jack Roberts. Mail audits to Grand quartermaster (CCDB) Ed Wood and Supreme Quartermaster Jack Roberts. No audits, no warrant, no vote. Two things audits make the bond good, the warrant gives incoming officers names for the PA Roster, it is that simple Cooties! Questions? Call Supreme Headquarters or contact Mike Bookser or Ed Wood. Enough said.

GRAND CONVENTION. Ok Cooties this is also a must whether you plan to attend or not. Registration cost is ten dollars for each ten members of Pup Tent and any part. Example, you have 22 Cooties in pup tent cost is $30.00. If the Seam Squirrel is attending and you want an extra vote the cost will be $40.00. Mail advance registration to Ed Wood Grand Quartermaster or pay at Convention. No if ands or butts these are the rules. Any Pup Tent who fails to register delegate fees will be notified after the Grand Scratch and a five dollar charge will be added for late fees. Not my rules, but the Grand rules.

Finally the old Council of Administration will be held on Thursday night at seven PM 13 May 2007 only officers need attend. No uniform, hat will do.

The Grand Convention will be held in Bedford Pennsylvania at the Best Western Inn just off the PA turnpike, 4517 Business 220 Bedford, PA 15522, phone number 800-752-8593 or 814-623-9006. Room rate is $66.00 per single $77.00 per double. If you want a hospitality room you must contact Convention Chairman Ben Bowers address 400 Mill St. Apt 907 Columbia, PA 17512-2244 telephone 717-684-5117. There is one suite left to be used as a hospitality room, get the request in ASAP.

To place an AD in Convention book cost is following: $10.00 for a business card (sell some Cooties) $15.00 for a quarter page ad $25.00 for half page ad and $50.00 for full page. Banquet tickets for the Convention are cheap, cheap, cheap. Buffet style Ham and Turkey with all trimmings plus dessert $20.00 per person, yes $20.00 per person, twenty dollars. Changing of guard

BUDGET COMMITTEE The MOC Budget Committee will meet Saturday at the call of the Grand Quartermaster Ed Wood. Anyone who would like to bring something up for next year’s budget must submit in writing to him or Grand Commander George D. Kohler by Saturday at 10 am. The committee will consist of incoming Grand Commander 2009-2010 incoming Grand Sr. Vice Commander, Jr. Vice Commander, Commander, Grand Adjutant, the three elected Grand trustees and immediate Past Grand Commander. All others will be asked to leave. After budget is made up It will be voted on at new C of A Sunday morning May 17, 2009. This gives these officers time to go over and have printed copies to delegates. Thank you for your co-operation.

I would like to thank Willow Grove Pup Tent 14 for the beautiful award that was presented at the March C of A to me. I also want to thank your pup tent, post and members for the wonderful open Hospitality they showed to Grand. Love your post sign keep up the good work.

Once again not sure about warrant or audit bring it along One copy with all four quarters reporting on the audit will be fine.

Don't forget about the one dollar Convention raffle tickets This is a primary fund raiser to keep Convention costs down. Sell 15 chances at a dollar each. Turn in ten dollars keep five for yourself or your Pup Tent. This is a good money maker for Pup Tents. Turn tickets and money in at the Convention to Grand Convention Chairman Ben Bowers. If you didn’t get any tickets, please contact Ben, we have 600 more to pass out.

The $60.00 Grand of PA lottery tickets are in Ben Bowers hands as I type these General Orders. We have lost sellers, buyers, and Cooties who purchase one of these tickets each year. This is the Grands main fund raiser. The ticket is good for the entire year. Winners are based on the PA evening daily number. The actual cost is five dollars per month total sixty dollars for year. Think about it, not just Pup tents but individuals, Ben just may have the number you play daily just ask. And thanks if you already purchased a ticket.

MEMBERSHIP Just to give you an idea how we are doing on membership Cooties it is sad only four pup tents are 100% plus quota. Many pup tents only need two to five members. I will not list these names Grand quartermaster Ed Wood is sending out a letter and he will tell each one of you what we need. We have lost many to deaths, but many just haven't paid their dues. Do you want to fall out of the silver Division? There are 550 V.F.W. Posts in state of PA and less than 1000 Cooties, come-on, get out and multiply. The Grand Hospital Chairman will give awards out Friday at the Convention. Grand Blood Chairman will give out awards Saturday and so will Booster Chairman. Membership will be done Saturday morning giving Pup Tents up to the last minute for transmittals. Get ‘er done

Grand Chaplain Willard Boyer 619 Lake Ave Altoona PA 16602 has asked all pup tents inform of any Cootie who has passed away since May of last year for his memorial service presentation on Friday evening. Get information to him as soon as possible for he must get program books printed.

SICK CALL I just heard Past Grand commander Wayne Howard of Easton Pup tent has been diagnosed with cancer. Belle moon is still having quite a few problems from her recent surgery, and let’s keep all those walking wounded in our prayers we are too few in number not to care. Get the word out if a Cootie is sick or in distress the Grand should know. I can't even find out where past Grand commander Glen Dasher is at this time does anyone know?

By the way if you know of an old Cootie who is a bad way due to the current times or in a nursing home, and the Pup Tent cannot afford to pay his or her dues, contact me with this information. I will help keep him or her on the rolls. I am not talking about those who refuse to pay dues, just those who are in nursing homes, laid off or having major financial problems. George D. I know this General Orders is long and a lot about paper work and money. Cooties everything I have talked about is what I am suppose to try and accomplish as your Grand commander, it is not anything that is not required by Grand or Supreme By Laws. I do not expect to be 100% in all programs, but hospital work is our primary object along with continuous membership. It really would be nice if we could meet these goals and to show Supreme we are still a working Grand. I won't even begin to mention where we are in special projects. Commander’s travel plan is to be in New Cumberland for the V.F.W. C of A on the third and fourth of April. I hope to get up to Coal Center and in the north central region prior to the Convention. Bologna PT 39 I hope to see you in April for your scratch.

VA mum extent of equipment contamination

CHATTANOOGA, Tenn. — Thousands of military veterans across the South are waiting to find out if they were exposed to infectious diseases by government clinics that performed colonoscopies and other procedures with equipment that wasn’t properly sterilized.

Veterans Affairs officials won’t say if mistakes that may have exposed patients to infections at medical centers in Tennessee and Florida and a clinic in Georgia have been discovered elsewhere.

BUDDY POPPY

Buddy Poppy orders for Memorial Day are now being processed. Remember to order early through your Department headquarters!

Traditionally, each worker will distribute 200 Poppies. Multiply your number of volunteers by 200, add Poppies you plan to use for displays, table decorations, etc. and add several hundred just to be sure. An order too small may mean you have to cut your campaign short when response is greatest. This frustrates your workers and diminishes your contribution to the Post Relief Fund.

As you know the next Council of Administration will be in Willow Grove at 9:30am on Sunday March 22, 2009. All Seam Squirrels and Grand Officers should make every effort to be there or have a representative attend in your place. If you can’t attend have your report mailed into Grand Adjutant Mike Bookser.

District 1
The First District will hold a Scratch on Sat March 21, 2009 at the Days Inn Willow Grove at 2pm. Pup Tents from that area should attend, I understand they want to hold elections and complete the warrant as well as other business of District 1. A meeting room will be provided at the hotel.

3rd Supreme
The Third Supreme consisting of Delaware and Pennsylvania will hold a Scratch at 6:30pm on Sat March 21, 2009 at Days Inn Willow Grove. Our Supreme Surgeon Mark Newman and Supreme Council member Jessie will be there along with members from Delaware Pup Tents, let’s show them that Grand of Pennsylvania is there in full force.

I know it is short notice but if you want to make a resolution to make a change to by-laws it must be typed and presented to either Ray Fern or Ben Bowers at this March C of A to be read and acted upon at the Grand Convention in May in Bedford. If you have a problem with that you must contact either one of these co-chairman and explain why you can’t meet this deadline.

Cooties this year you have as always been working above my expectations, many of you have been keeping up with the paper Work inspections, audits, booster reports, and above all your Hospital work. The apparent organization PA V.F.W. department Has shown us more respect this past two years all because Of what we do. They realize we are that extra hard group of Workers. Some of us have signed up over 6 new or re-instated V.F.W. members. Many of us have sign up two or three new cooties. With this kind of effort we can look forward to being around for a long time. Now that we signed these cooties up let’s get them to the scratches they are tomorrow leaders and we need Them to be learning so they can fill offices down the road. This isn't a pep talk, new blood is vital for this Grand and its’ Pup Tents. Make them feel welcome, show them the ropes, and let them know we are the fun organization of the V.F.W. Most of all let them know we are a family.

I want to thank Bangor Pup Tent for the great hospitality I received there Feb. 22, 2009 and the warm welcome I received at Easton V.F.W. and Pup Tent Sunday evening Feb. 22, 2009.

I ask now if you want to have or bring anything such as awards and what not at grand convention in Bedford please bring that Info to willow grove c of a we would like to work on convention Program there.

The business card should be for those individuals business and not pup tents Or post or aux. This year is the first time we have tried this For many years. You should have had or going to have your elections of officers. Please get warrants completed and mailed into Mike Bookser, and a copy to Supreme Headquarters these should be completed by March 31, 2009. If you want to make sure Mike gets it and you have had your election bring it along to Willow Grove C of A. Jack Roberts will be there also and this would make us all very happy.

I visited Jake Spangenburg this past weekend he is back at work now and wants to thank all of you for cards and Letters. Galena Wagner is slowly recovering at home from her operation, let’s remember Belle Moon, Don Peron, and all the Cooties who are recovering from surgery or illness.

At this time I wish to report the death of last living charter member of Concocheague Pup Tent 72, Mr. Melvin Hostler of Chambersburg, PA. We lost Mel on Feb. 16, 2009 he was a Past Seam Squirrel, oldest Past V.F.W. Post Commander and active up until the end. He was 92 years old and attended the January 2009 Post meeting and Cootie meeting. Uncle Mel will be greatly missed by all of us at Chambersburg, for his willingness to teach new members, work for V.F.W. goals, listen, and make suggestions right up till the end. Hats off

Get The Word Out

From Commander KOHLER:

I was at a Federation of Clubs meeting Tuesday Evening. We met with two Pennsylvania House Members and one Senator from our area along with a lobbyist from the Fed.

These three members stated that House Bill 169 has not even been re-introduced yet. This is the Small Games of Chance Bill.

All of those elected officials present said they would vote for it.

One thing they did say was if they add Video Poker to the Bill they would not vote for it, and it will not clear the Senate. Governor Rendell is going around the state trying to get support to pass Video Poker legislation as a tax benefit for Pennsylvania.

Remember this is how these three Republicans stated to 35 Club Representatives so you may want to contact your local State Representatives and let them know the need for House Bill 169 with no changes such as Video Poker.

Meetings or hearings on Scotland School will begin in mid-March. I will put the date out on this blog as soon as I get them.

The House Judiciary Committee’s Subcommittee on Courts is having a hearing in Pittsburgh on Friday February 27, 2009 the topic of the hearing is Veterans Courts. The Public hearing on problem solving in Veterans Courts is an issue because Allegheny County is on the verge of forming a Veterans Court. One of the things the court would do is hear cases involving criminal conduct on the part of veterans who may be suffering PTSD. The Allegheny County Veterans Court would be the first such court in Pennsylvania. Our Adjutant will be attending the hearing and will report back here.

Cootie Sunday


Sunday February 15, 2009 was Cootie Sunday, a day when all Cooties found themselves in VA Hospitals around the United States. Members of Pup Tent 4 and Pup Tent 29 spent the afternoon at the Heinz VA Hospital in Aspinwall PA. The Cooties and hospitalized veterans played bingo and afterward had barbque ham sandwiches and desserts. The Ladybugs of Sahara 4 M.O.C.A. raffled off hand made lap blankets, scarves and tossle caps.

HISTORY OF THE MILITARY ORDER OF THE COOTIE

Just as members of the United Spanish American War Veterans had much to do with the foundation of the Veterans of Foreign Wars, they also had a prime part in the start of the Military Order of the Cootie. In late 1919 several Spanish American War Veterans, members of the Imperial Order of the Dragon (a higher degree of the USAWV) conceived the idea of a similar order for the VFW. Fred C. Madden, a Past Grand Viceroy of the Dragons, was assisted by another Past Grand Viceroy, F. L. Gransbury and several other I.O.D. members. The VFW was nearly as old as the United Spanish American War Veterans and was due for the influx of members from World War I, which they thought could be helped with the formation of an Honor Degree with fun as one of its objectives.

The rolls were opened for membership at the Oxford Hotel in Washington, D.C., September 17, 1920, and nearly 300 VFW members signed up. Fred C. Madden became the first Supreme Seam Squirrel; and a complete list of Officers was ratified at a special meeting held in the Calvary Baptist Church in New York City. Madden developed the constitution and by-laws. F. L. Gransbury authored the rituals and became editor of the "Cootie Tickle", six issues of which were printed prior to the VFW encampment in Detroit. There a committee was formed consisting of Commander-in-Chief Woodside, Past Commander-in-Chief Hartund and VFW Council Members Allen of New York, Jones of Oregon and Jones of Washington. They met with Supreme Cooties Gransbury #3 and E. S. Davis #12, to make the M.O.C. a part of the VFW. The favorable report of this committee was accepted by the VFW National Encampment about 9:00 PM, Saturday, 24 September 1921, making the MOC a part of the VFW.

At midnight that same day, acting Assistant Supreme Seam Squirrel Davis called the first Supreme Scratch to order, reported the result of the committee conference and VFW endorsement and conducted the first Supreme Election. William E. Eighmey was the first Supreme Seam Squirrel to be elected. In 1922, William Kime was elected Supreme Commander at Seattle, Washington and re-elected in 1923, at Norfolk, Virginia. During his term of office, the first Cootie Uniform was approved and became the official uniform of the Order. A committee was appointed to prepare By-Laws for the Order and to re-write the Ritual covering the Third Degree. The new By-Laws and change in Rituals were adopted at the Supreme Scratch in 1923.

In 1923 at Norfolk, Virginia, the Military Order of the Cootie proposed the idea of a National Home (This can be verified by the Newspaper Special Edition of Norfolk, Virginia, issued during the National Encampment). A Copy of said edition was presented to the National Home several years after the founding of the Home. In Atlantic City, in 1924, the VFW Organization decided to approve of the National Home although it was a "Brain Child" of the Military Order of the Cootie.

In 1924 the official Cootie uniform as announced, according to records provided by Kalamazoo, Michigan as well as the Original Drafts of Ritual and By-Laws. Tomb Trek to the Tomb of the Unknowns, Arlington National Cemetery, was first inaugurated in 1934 by TNT Pulp Tent. This annual observance has continued each year since and the members attending has increased each year.

Happy Ground Hog Day u-all this important holiday is reason the General Orders did not get out on time. Not really I just fell asleep at the switch.

First off thanks to all you Cooties for all the help at the V.F.W Mid-winter conferenc in landcaster. We gave several Cooties Their second and third degree, had a couple of re-instatements And two new Cooties this is great and the V.F.W gave us the Floor saturday night and i believe we got more interest by V.F.W rank and file members along with respect for what the Grand does. Let’s hope this continues.

Warrants are in the mail with this General Orders, please hold your elections from now until March 31, 2009. Complete the Warrants and mail one copy to Grand Adjutant, and one copy to Supreme Headquartes, keep copy on file and while we still have District send one to them. See your District. Adjutant gets a copy. The information we get off the warrant is how we know who to send General Orders to as well as complete an up to date Roster.

Thanks to Past Commander Gordy Colvin we are now 100% inspected. We still need Hospital Reports from several pup tents. You know who we are your doing the work report it. We still need about 185 Cooties to pay their 2009-2010 dues CCDBs the only reminder sent out from Supreme is over a month old let’s make some phone calls Cooties, and if you lost members thru death let the Supreme and Grand Chaplin know who they are.

Note for sick call, Belle Moon is having many health problems recovering from eye surgery, Past Grand President and Past Grand Commander Sonja and Val Swanson both are at home with various health problems, also Past Supreme Commander Ray Ferns daughter is still on the recovery list. If you get a chance send these Cooties a note to let them know you are thinking about them and keep them In your prayers.
